Introducing Plus One ADU
The New York State Division of Homes and Community Renewal (HCR) has awarded $2 million for the creation of Accessory Dwelling Units (ADUs) in Hastings. The grant will fund implementation of HCR’s new Plus One ADU Program, which provides support to qualified low- and middle-income single-family homeowner occupants who want to build an ADU on their property, or legalize their existing ADU and/or bring it into compliance with local and state code requirements. The grant was awarded to Westchester County Habitat for Humanity and the Housing Action Council to provide support to homeowners and municipalities.
 
What is an ADU?
ADUs—also known as “casitas,” in-law suites, granny flats, and accessory apartments—generate rental income for homeowners, create housing stability, and serve as a new source of affordable housing for teachers, students, first-responders, non-profit organization staff members and other workers priced out of rental markets. They are also a great way to provide affordable housing solutions for intergenerational families, including independent living for adult children or aging parents. ADUs may be basement, attic, or other interior apartments, attached garage conversions, pre-existing unit types.
 
Who is eligible?
Homeowners with household income of no more than 100 percent of Westchester’s average median income (AMI), adjusted for family size and location, are eligible to apply for an ADU. Westchester Habitat and the Housing Action Council will assist homeowners in the pre-development process including design, budgeting, permitting, environmental assessment, appraisals, other required due diligence, as well as the construction process, including contractor selection.
